國立臺北大學電機資訊學院成立20週年院慶感言

A. 音律電機資訊大樓發展史

 

    200981日至2012731日,我擔任電機資訊學院院長。於2010年暑假期間,應本校企業管理學系主任陳銘薰教授之邀約,我與劉萬榮教授(當時擔任電機工程學研究所長) 一起赴臺北市中山北路的老爺酒店享用午餐,在餐會中,由陳銘薰主任介紹認識了三位從本校企業管理學系畢業的傑出校友,包括:音律電子公司的周禮復董事長、崇越集團的郭智輝董事長、尚立公司的簡剛民董事長。從此與這三位董事長保持密切聯繫,後來常邀請三位董事長到本校舉辦專題講座,全體師生獲益良多。

    2010年,我也曾利用暑假空堂時間,陪同劉萬榮所長與薛富井校長三人一起赴音律電子公司三峽廠,首次拜訪周禮復董事長,之後雙方交往互動更為密切。

    尤其值得一提,周禮復董事長常提供產學合作計畫案及獎學金給本院,電機資訊學院師生的研發成果頗為豐碩。由於政府財政困難,我曾多次努力向教育部申請經費補助以興建電機資訊學院大樓未果,周禮復董事長得知此事,於是大發慈悲心,毅然決然捐獻新台幣4億元,以興建音律電機資訊大樓,回饋母校,培育人才,其偉大的情操使我銘感五中。

 

B. 國立北大學電機資訊學院長任內重要事蹟

 

1.       200981日至2012731日,我擔任電機資訊學院長。原來全院的規模只有包括:資訊工程學系暨研究所碩士班、通訊工程研究所碩士班、電機工程研究所碩士班。編制內,資訊工程學系有13位專任教師、4位兼任教師、及1位助教,大學部學生總名額為50 x 4 = 200,研究所學生總名額為10 x 2 = 20;通訊工程研究所碩士班有4位專任教師,研究所學生總名額為10 x 2 = 20;電機工程研究所碩士班有4位專任教師,研究所學生總名額為10 x 2 = 20

 

2.       承蒙 侯校長 崇文的鼎力支持,在本校建國校區土地處分案中 ,侯校長帶領我本人與統計學系林協宗老師,一起赴教育部拜訪主管的幾位長官,經數度協商,長官們同意核給電機資訊學院增加20名研究所學生、增設通訊工程學系大學部學生總名額為40 x 4 = 160;並增設電機工程學系大學部學生總名額為40 x 4 = 160。另外,針對通訊工程學系與電機工程學系,各撥付每系一年一仟萬元新台幣,連續撥付三年,亦即總金額為6仟萬元新台幣,作為增聘專任專案教師之用。

 

3.       200781日至2013731日,我每年積極參與由侯崇文校長與薛富井校長主導的教育部核給的教學卓越計畫,為本院爭取龐大的經費補助,增加很多教學資源。

 

4.       20135月,當時我擔任本校國際事務處國際長,曾帶本院的劉萬榮前院長,前往教育部拜訪長官,陳報設立電機資訊學院博士班的需求,同年7月教育部即核准設立電機資訊學院博士班。

 

5.       2007年至2015年,考慮資訊工程學系專任師資員額少,開課科目數少,因此,每學期義務奉獻3小時的課程,並無支領鐘點費,對於本校提出無私之奉獻,嘉惠莘莘學子,教學貢獻不遺餘力。

 

6.       2009年榮獲英國國際工程及科技學會IET頒發學會士(Fellow肯定本人在工程領域之研究成就,亦是本校首位獲得此特殊榮譽之教授

 

7.       積極向產業界募款在本校順利舉辦2009年與 2014年 的人工智慧論壇 (AI Forum)
